How Virginia turns value into a tax bill
| Step | Virginia rule | Source |
|---|---|---|
| Value | Fair market value assessed by the city or county assessor / commissioner of the revenue | [1][2] |
| Assessment | 100% of fair market value | [1][2] |
| Annual limit | No cap. When reassessment raises total assessments more than 1%, the locality must lower its rate or advertise and hold a hearing, which limits revenue, not an individual assessment. | |
| Exemption | 100% disabled veteran exemption: 100% off fair market value; all levies.Veteran rated by the VA with a 100% service-connected, permanent and total disability who occupies the property as principal residence; also the unremarried surviving spouse. Covers the dwelling and land not exceeding one acre (more if the locality allows more acreage for elderly/disabled relief). | [3][4] |
| Rate | City or county (and town): local rate — you enter it.City or county real estate rate (plus town rate if inside a town), per $100 |
Virginia property tax rules in brief
Virginia's constitution requires real estate to be assessed at fair market value, and the Code requires general reassessments at 100% of fair market value.12
Each county and city (and town, where applicable) sets its own real estate rate, published as dollars per $100 of assessed value.6
There is no statewide homestead exemption or annual assessment cap; reassessed values are taxed in full.12
Veterans with a 100% service-connected, permanent and total disability are fully exempt on the home they live in and up to one acre of land, and the exemption continues for an unremarried surviving spouse.34
Surviving spouses of service members killed in the line of duty are exempt on their home up to the locality's average single-family assessed value.5
Tax relief for elderly and disabled home owners is a local option, so eligibility and amounts vary by locality.7
Worked example
Illustrative local rate $1.00 per $100: 400,000 → 4,000.00.
| Line | Taxable value | Tax |
|---|---|---|
| City or county (and town) at $1.00 per $100 | $400,000.00 | $4,000.00 |
| Annual total | $4,000.00 |
Left to your local bill
- Real estate tax relief/exemption/deferral for elderly (65+) and permanently disabled owners: local option with locally set income and net-worth limits (Code 58.1-3210 et seq.)
- Exemption for surviving spouses of service members who died in the line of duty (Code 58.1-3219.9): full exemption only up to the locality's average single-family assessed value, which is a local figure
- Land acreage above one acre for the disabled-veteran exemption, and land owned by others under a veteran's home
- Land use (agricultural, horticultural, forest, open space) valuation where adopted locally
- Special service districts and town levies differ by locality
- Personal property tax and car tax relief (not real property)
Census context, not a rate
American Community Survey 2020–2024: median owner-occupied value $383,700 (±$1,024), median real-estate taxes $2,790 (±$10). Dividing one by the other gives 0.73% for Virginia. Tables B25077 and B25103; why it is only context.
